The Embedded Capability Principle

The distribution of productive capability shall be set by deliberate decision and not by default; and the capability embedded in individuals shall be recognised, preserved, and developed as a fundamental societal asset alongside financial capital, infrastructure, institutional capacity, and natural resources.
